MBABANE: Tension has erupted between Government and Tindvuna TetiNkhundla after the Treasury Department under the Ministry of Finance secretly transferred part of the R10million fencing loans to private companies including Shlenge Fencing and Nosisa Investments.
The collective amount of the about R10million was allocated to benefit the Tindvuna from the fifty-nine(59) Tinkhundla Centres.
It has been disclosed that,Members of Parliament(MPs), Tindvuna TetiNkhundla are entitled to a fencing loan amounting to two-hundred thousands Rands(R200,000.00),they want the loans to be deposited directly into their bank account instead of fencing companies.
The fencing loans were proposed by MPs who complained that, once they are elected, people ‘invade’ their homes with endless requests for assistance and this was compromising their safety and security.
“MPs recently received their R200,000.00 for fencing directly but when it comes to us, we are told that, we must receive the money through fencing companies that charge us R15,000.00 just for receiving the money on our behalf. I would make an example; they told us that, the money is for fencing so if you decide not to do the fencing, the company will refund you but it charge R15,000.00.Imagine getting a loan and receive it via someone who will deduct the said amount when the loan could have been deposited directly to you”, said one Indvuna YeNkhundla whose name cannot be revealed for ethical reasons.
Efforts to reach Nonhlanhla Dlamini, the Principal Secretary(PS) in the Ministry of Tinkhundla Development and Administration and Directors of Sihlenge Fencing proved unsuccessful at the time of compiling this report.
Reached for comments, former Lobamba Indvuna YeNkhundla Jabulani Bhembe now Director of a fencing company known as Nosisa Investments,confirmed that part of the money was deposited to his company’s bank account.
“It’s true that part of the money was deposited to my company’s account but there’s nothing fraudulent about that. The procedure is that Tindvuna TetiNkhundla must first identify a fencing company that will do work because the loan is for fencing. The Treasury Department transferred the money to us and we have paid back some Tindvuna who preferred to take the money and not do the fencing of course, we deduct our charges including tax because SRA will audit and see that money was deposited. What is happening now is that some, Tindvuna TetiNkhundla want the money to be deposited directly into their bank accounts and the Ministry of Tinkhundla is working on that, they will soon receive it directly”, said the former Lobamba Indvuna YeNkhundla now Director of Nosisa Investment,a fencing company.
