MBABANE:Simanga Mamba,the Chairman of the Civil Service Commission has,through the Executive Secretary Nhlanhla Mnisi,written a letter to Under Secretary in the Ministry of Housing and Urban Development Hlobsile Dlamini summoning her to a disciplinary hearing as moves to fire the Under Secretary intensify.

This comes after the police arrested the Housing Ministry Under Secretary on alleged fraud and as previously reported by this Swaziland News,there were allegations suggesting that, the arrest was masterminded by CSC Chairman lawyer Simanga Mamba and Chief Justice Bheki Maphalala as means to justify Dlamini’s removal from office.

The bone of contention,it is alleged,was Dlamini’s refusal to employ and/or sign some documents that were the chain of communication in the intented employment of Chief Justice Bheki Maphalala’s relative.

In the letter dated 24th April 2024,the CSC informed Dlamini that,a fraud charge amounts to misconduct in terms of the Civil Service Board Regulation 37 of 1963.

“The Principal Secretary has reported to the Civil Service Commission that he has since received notification from the Acting Commissioner of Police that Ms Hlobsile Dlamini has been arrested and charged with a crime of Fraud.There is clearly an act of misconduct as stated in terms of Regulation 37 of the Civil Service Board(General) Regulations 1963. The Civil Service Commission accordingly invites you to make appearance before the Civil Service Commission on Tuesday 30th April, 2024 at 10.00am or soon thereafter as the matter may be heard. You are at liberty to consult and appear with your legal representative, a union member,or a work colleague when attending the hearing”, reads the letter in part directed to the Under Secretary.

Efforts to seek a comment from Nhlanhla Mnisi,the Executive Secretary of the Civil Service Commission(CSC) proved unsuccessful at the time of compiling this report.

Hlobsile Dlamini,the Under Secretary in the Ministry of Housing and Urban Development told this Swaziland News that,he was not in a position to comment for now.

“I can’t comment for now”, said the Under Secretary.

On another note,the plot to fire the Under Secretary intensified towards the end of last after she opposed corruption during the recruitment of new fire fighters, police invaded the Ministry of Housing offices with an intention to grab and arrest her. She was then summoned to the police station and charged with fraud.

The Housing Ministry Under Secretary stands accused of forging Under Secretary in the Deputy Prime Minister Lomakhosi Dlamini’s signature.
