MBABANE:In the world of road accident recovery and compensation, the Sincephetelo Motor Vehicle Accident Fund (SMVAF) operates in one of the most emotionally charged spaces.
Everyday, the organisation faces the daunting task of restoring lives amid anger,frustration, and tragedy.Yet, with its Seamless Sincephetelo Strategy 2020/2024, But SMVAF is proving that even in a grudge business, transformation of lives is possible.
While the organisation frequently finds itself at the epicentre of emotional public discourse and social media scrutiny, a remarkable story of resilience, innovation, and human compassion unfolds beneath the surface.
“The reality is that SMVAF operates in a grudge business atmosphere.We meet people at their lowest, after life-changing road crashes where anger, frustration, and grief are all too common. It is no surprise we receive criticism, but we also deliver life-saving interventions that often go unrecognised,” says Ngeti Shongwe, the SMVAF Case Management Manager.
Shongwe made an example about a case of a road accident survivor, one who is completely innocent, was driving in their lane and observing all the rules of the road, yet severely injured by a reckless and negligent driver.SMVAF steps in, providing medical interventions such as internal fixation surgeries and ensuring survivor receives the support needed to recover and rebuild their lives.
But navigating the complexity of SMVAF’s mandate often invites misunderstanding, in some quarters. Rules governing fault-based systems, compensation limits, and group claims can create friction. For instance, a single accident involving multiple survivors may present a financial juggling act.
“The law caps group claims at E1 million, regardless of the severity or number of injuries. Yet we are fully committed to balancing these demands.We must balance urgent, severe cases with potential future claims, a challenge compounded by delays in claim submissions,” explains Menzi Shongwe, the Case Management Officer at SMVAF.
To tackle these challenges head-on, the Sincephetelo Seamless Strategy 2020/2024 was launched.
This bold initiative introduced proactive measures designed to anticipate difficulties, streamline claims, and effectively manage public expectations. SMVAF has now forged partnerships with hospitals to establish Road Traffic Accident Registers, a bold attempt to ensure that survivors are tracked effectively, and their claims are accurately forecasted.
The results speak for themselves. By analyzing accident trends, collaborating with police reports, and negotiating directly with medical specialists, SMVAF has optimized its resources while cutting unnecessary costs.
For example, critical surgeries were swiftly expedited when SMVAF procured medical implants directly from suppliers, ensuring quality care without compromising efficiency.
While some delays are attributed to claimant non-compliance,SMVAF is determined to enlighten and support.
“We have encountered situations where claimants vented frustrations on social media and other public platforms.Yet, after open discussions, we often discover that their chosen healthcare providers had not submitted the required documentation.By addressing these issues collaboratively, we help facilitate swift progress on their claims.”
Despite the challenges of a fault-based system and public scrutiny, SMVAF boasts a multitude of success stories. Many survivors, who have regained mobility, avoided life-threatening complications, and re-entered the workforce due to the Fund’s dedicated interventions, express profound gratitude for the support they have received.
“Knowing we have made a significant difference in someone’s life is what propels us forward as the SMVAF. For every critic, there a numerous grateful survivor whose life we have transformed,”says Ngeti Shongwe.

With an unwavering focus on communication, enhanced systems, and transparency, the organization is on a mission to change perceptions from grudge to gratitude.Their journey illuminates a fundamental truth: even in the most emotionally charged environments, the combination of empathy, innovative strategy, and resilience can forge a brighter path ahead.
“The implementation of the Seamless Strategy has propelled SMVAF from a reactive model to one that thrives on proactivity, imparting invaluable lessons along the way. Our journey extends beyond operational improvements; it fosters a culture of learning, adaptation, and innovation,” states SMVAF CEO David Myeni.
Through tenacity, innovation,and a heartfelt commitment to those in need, SMVAF is not merely managing claims; it is renewing lives, one courageous step at a time.
SMVAF engages with the community through outreach programmes and events like the Ingwenyama Cup tournament, raising awareness about compensation for road crash survivors.
“We focus on educating the public, particularly in hospitals, on the case management process to help save costs for claimants. Given the high costs and pre-approval requirements at private hospitals, we refer claimants there only when necessary for services not available in public or mission facilities,” says Menzi Shongwe.
This approach has led to increased awareness, with more individuals reaching out to SMVAF for assistance, and we also conduct education and awareness initiatives in private hospitals.”
The SMVAF prioritises the responsible use of public funds.
“Our team rigorously validates medical invoices from service providers post-treatment, ensuring every payment aligns with actual accident-related expenses. This thorough auditing process guarantees that we only pay for legitimate, necessary services, safeguarding resources and maintaining accountability. Additionally, our dedicated welfare wing within the case management department enhances our support for those affected. Together, we ensure that every liLangeni is spent wisely and effectively,” says Ngeti Shongwe.
