REVEALED:How newly employed Anti Corruption Commission Legal Advisor Linda Dlamini allegedly defrauded Government, received salaries from both ACC and the Competition Commission.

MBABANE:Linda Dlamini,the newly employed Legal Advisor of the Anti Corruption Commission(ACC) “has two(2) salaries appearing in his bank account with one suspected to be fraudulent and/or received as an undue benefit.

An undue benefit in this context, is a financial gain received by the newly employed Legal Advisor without justification, at the time of the payment, he had resigned from the Anti Corruption Commission to work for the Eswatini Competition Commission(ECC) as the Consumer Protection Manager.

But despite the alleged fraud, Dlamini who previously resigned as ACC Senior Education and Prevention Officer, was subsequently re-employed by Acting ACC Commissioner Maphevu Mkhatjwa around March 2025 as the new Legal Advisor through alleged corrupt means and, without a fair and transparent recruitment process. 

A vigorous and independent investigation conducted by this Swaziland News uncovered that, on or around September 2022, Dlamini allegedly colluded with officials within the Treasury Department-Ministry of Finance to process his undue salary and, he subsequently received the payment as a salary from the ACC while working for the Competition Commission.

This means and according to evidence in our possession, Dlamini received salaries from both from the ACC and the Eswatini Competition Commission and this, is reflecting in his bank account.

Jabu Phakathi, the Spokesperson of the Anti Corruption Commission declined to comment about the alleged fraudulent payment.

Reached for comments by this Swaziland News, lawyer Sibusiso Nhlabatsi said, recruitment for a State institution must transparent and fair otherwise, those who were also hoping to apply might challenge the ACC in court.

The lawyer said, the issue of the double payment could be flagged by the Auditor General(AG) and then, taken-up by the Parliament Public Accounts Committee(PAC).

“Recruitment must be open, competitive and transparent and if there can be employment without due process some people may challenge such.It may be interesting to know what the ACC recruitment process says.On the issue of double payment, I think since these are government parastatals, the Auditor General will be able to flag it and public officials(the PAC) will then handle it”, said the prominent and reputable lawyer.
