MBABANE:Sifiso Khumalo,the Attorney General(AG) has called for the implementation of Chapter XIII of the Constitution in the establishment of a new local government system to promote development and national cohesion.
In this context, national cohesion refers to the unity and harmony within a Nation, encompassing a shared sense of belonging and identity among its diverse population.
The AG was speaking during the Local Government Conference this week, he said the current local government system reflects colonial divisions between urban and rural areas.
The Government Principal Legal Advisor said, the existing legal framework and/or Urban Government Act of 1969 caters to urban areas, leaving rural communities governed by Swazi Law and Custom with limited access to public services and development adding that, this dual system perpetuates inequality and undermines national cohesion.
